Abstract: Abstract We propose a new conceptual framework in which **dark matter** and **quantum gravity** emerge without invoking hypothetical particles such as WIMPs or gravitons. The model rests on two core principles: 1. **Stable–Repository Duality** – every stable particle (fermion or boson) possesses a corresponding *repository*: - **material repositories** = pure mass with no energy, - **energetic repositories** = pure energy with no mass. 2. **Galactic & Cosmic Hierarchies** – - *Dark matter* is the collective behaviour of **material repositories** clustered in halos. - *Quantum gravity* is the **superposed energetic repositories** of the three fundamental forces, acting as a continuous field. - *Dark energy* and *cosmic voids* arise from the universal counterparts of these repositories. Key results - Eliminates the need for dark-matter particle searches. - Provides a graviton-free route to quantum gravity. - Offers a natural resolution of the **cosmological-constant problem** via symmetry-breaking during measurement. - Predicts testable signatures in galactic gas dynamics and gravitational lensing.
