      The article discusses hate speech legislation in Europe, exploring origins in the policies of the Soviet Union and other communist countries. Particular focus is given to the Soviet Union's efforts to allegedly curtail the right to free speech through hate-speech laws when the international community was crafting the Universal Declaration of Human Rights (UDHR) in 1948 and the International Covenant on Civil Right and Political Rights (ICCPR) in 1966. Putative efforts by the Organization of Islamic Cooperation (OIC) to restrict free expression through the prohibition of negative criticism of Islam and Muslims are also presented.
