THE PEACE IS WHAT WE MAKE OF IT: THEORETICAL CONCEPTIONS FOR THE COLOMBIAN CASE ; A PAZ É O QUE FAZEMOS DELA: CONCEPÇÕES TEÓRICAS PARA O CASO COLOMBIANO

The effective peace agreement in Colombia came in 2016 after a long negotiation process involving all the actors in the armed conflict between the Revolutionary Armed Forces of Colombia (FARC) and the Colombian State, which lasted more than five decades, causing millions of victims. The research methodology adopted is the analysis from a theoretical perspective, which one seeks to understand a certain historical or social phenomenon. It is questioned what would be the theoretical contribution of international relations to the analysis of the Colombian peace agreement. The theories chosen for this study were liberalism and social constructivism because they are the closest theories from international relations to the research theme on social reflexes of a negotiated peace. In conclusion, the peace agreement is a material manifestation of the liberal theory and several elements of it were present in the peace process such as the importance and performance of international institutions and the relevance of democratic mechanisms such as transparency. Furthermore, it can be inferred that through the theory of constructivism one can observe a culture of violence in the country, as a result of decades of conflict that seeks to delegitimize the peace agreement. ; O acordo efetivo de paz na Colômbia ocorreu em 2016 após um longo processo de negociação evolvendo todos os atores do conflito armado entre as Forças Armadas Revolucionárias da Colômbia (FARC) e o Estado colombiano, que durou mais de cinco décadas, provocando milhões de vítimas. A metodologia de pesquisa adotada é a análise sob perspectiva teórica, a partir da qual se busca compreender determinado fenômeno histórico ou social. Questiona-se quais seriam as contribuições teóricas das relações internacionais para a análise do acordo de paz colombiano. As teorias escolhidas para tal estudo foram o liberalismo e o construtivismo social por serem teorias das relações internacionais mais próximas como o tema de pesquisa sobre reflexos sociais de uma paz negociada. A hipótese é que o acordo de paz é uma manifestação material da teoria liberal e que diversos elementos desta estiveram presentes no processo de paz, tais como a importância e atuação de instituições internacionais e relevância de mecanismos democráticos. Ademais, pode-se inferir, por meio da teoria do construtivismo, que há uma cultura de violência no país, resultado de décadas de conflito que busca deslegitimar o acordo de paz.
