Justice transitionnelle en Amérique latine : la commission historique des conflits et ses victimes et la négociation de paix en Colombie

Il existe en Colombie, contrairement aux autres pays latino-américains qui ont connu de longues périodes de dictature militaire, un conflit armé qui dure depuis plus d´un demi-siècle contre les FARC-EP ; une guérilla dont l´origine et les revendications sont essentiellement rurales. Dans ce travail de recherche, nous étudierons la Commission Historique du Conflit et ses Victimes (CHCV – Comisión Histórica del Conflicto y sus Victimas), instituée à la demande des FARC-EP et approuvée par le gouvernement, afin de présenter les points historiques du conflit. Notre article a surtout pour objet l´analyse du contenu du rapport final de la CHCV, une présentation des membres de cette commission et la réglementation de son travail. ; Unlike other Latin American countries, although Colombia has not been subjected to long periods of military dictatorship, there has been an armed conflict for more than half a century against the FARC-EP, a guerrilla group whose origins and claims are predominantly rural. In this research work, we will study the Historical Commission of Conflict and its Victims (CHCV – Comisión Histórica del Conflicto y sus Victimas), established at the request of the FARC-EP and approved by the government in order to present the historical points of the conflict. The main purpose of this article is to analyze the contents of the final report of the CHCV, as well as a presentation of the members of this commission and the regulation of its ressearch work.
