Abstract: Elections are a reflection of the democratic system, Democracy essentially allows citizens to participate in running the wheels of government. empirically in Indonesia to date does not reflect an ideology agreed upon by the Indonesian people. The problems studied are related to Democracy as the Fourth Precepts of Pancasila in the General Elections in Indonesia. This is adjusted by the constitutional mandate which states that Indonesia is a rule of law and a democracy. The fourth Pancasila precept is a reflection of the principle of democracy. As a state of law, Indonesia holds democracy in the implementation of the nation and state process in the implementation of the general electoral system. The Existence of Democracy as a Form of the Four Precepts Values of Pancasila in the General Election is very important for the Indonesian nation as a rule of law. Therefore, as a rule of law which holds the principles of the rule of law, it should also hold onto the principles of democracy. Regional elections in Indonesia do not yet reflect the values contained in the fourth precepts of Pancasila, namely people led by wisdom in deliberation or representation.
