      The article explores the economic state of Reading, Pennsylvania, which was under Act 47 or the Pennsylvania law governing municipal bankruptcy and has a poverty rate of just over 39 percent of its 88,000 residents in 2013. Topics discussed include efforts of the city government to revitalize the local economy that has been losing its talent to the more suburban parts of Berks County and the concept and history of solidarity economy, as well as it how it is being applied in igniting the rebound of Reading's economy.
