      The article focuses on the U.S. Frank R. Lautenberg Chemical Safety for the 21st Century Act which reformed the Toxic Substances Control Act (TSCA). It states the TSCA was passed in 1976 to provide the Environmental Protection Agency powers to protect the environment and public from possibly dangerous industrial chemicals used in commerce but didn't extend to types of uses of chemicals regulated by other laws. It talks about problems with TSCA and changes wrought in the new legislation.
