The human resources allocation (HRA) is directly related to the competitiveness and ability to survive and develop for enterprises. It has always been highly valued by them. For this, the paper takes the current situation of China's marine insurance industry as an example. Based on a large quantity of references, it establishes an index system of HRA optimization efficiency. Then, the DEA-based BBC model and Malmquist index (MI) model were applied to obtain the related reasons and countermeasures affecting the optimization efficiency of HRA in China's marine insurance industry.
