Measuring and analyzing the impact of public spending on the net trade balance in Iraq for the period (2004-2020). (English)

The issue of public spending and the net trade balance is one of the topics that aroused the interest of researchers. The research aims to analyze and measure the impact of public spending on the trade balance in Iraq, analyze the reality and structure of public spending and the net trade balance, as well as show the financial and commercial effects of public spending in Iraq. The researcher adopted the method of blending the descriptive analytical approach to show the theoretical framework for both public spending and the net trade balance, and the inductive approach using modern standard models based on the Autoregressive Distributed Deceleration Model (ARDL) methodology, as the annual data for the period (2004-2020) was used to measure and analyze the relationship between public spending and the net trade balance through the use of the statistical program (Eviews 9). The research found that there is a direct relationship between public spending and the net trade balance of Iraq, as the increase in public spending leads in turn to an increase in the net trade balance, meaning that the increase in public spending by (1) billion dinars, the net trade balance increases by (266) million dinars. عَدُّ موضوع الإنفاق العام وصافي الميزان التجاري من المواضيع التي أثارت اهتمام الباحثين، إذ يهدف البحث إلى تحليل وقياس أثر الإنفاق العام على الميزان التجاري في العراق، وتحليل واقع وهيكل الإنفاق العام وصافي الميزان التجاري فضلاً عن بيان الآثار المالية والتجارية للإنفاق العام في العراق. اعتمد الباحث اسلوب المزج بين المنهج الوصفي التحليلي لبيان الإطار النظري لكل من الإنفاق العام وصافي الميزان التجاري، والمنهج الاستقرائي باستخدام النماذج القياسية الحديثة المستندة إلى منهجية انموذج الانحدار الذاتي للإبطاء الموزع (ARDL) إذ تم استعمال البيانات السنوية للمدة (2004-2020) لقياس وتحليل العلاقة بين الإنفاق العام وصافي الميزان التجاري من خلال استعمال البرنامج الإحصائي .(Eviews 9) وتوصل البحث إلى أن هنالك علاقة طردية بين الإنفاق العام وصافي الميزان التجاري العراقي، إذ ان زيادة الإنفاق العام يؤدي بدوره إلى زيادة صافي الميزان التجاري، أي ان زيادة الإنفاق العام بمقدار(1) مليار دينار فأن صافي الميزان التجاري يزداد بمقدار (266) مليون دينار، وهذه النتيجة مطابقة مع منطق النظرية الاقتصادية.
