    • Abstract:
      The study sought to identify Palestinian administrative and media policies to boost the resilience of scientific competencies living in the homeland and to understand the impact of these policies and programs from the perspective of the scientific competencies in Palestine. The study adopted a descriptive methodology based on analytical studies, utilizing various literature sources that analyzed the phenomenon of Palestinian youth migration, along with a questionnaire as the primary tool for data collection. The questionnaire was distributed among Palestinian competencies in the occupied Palestinian territories. In addition, personal interviews were conducted with specialists in administration and media. The study found that most scientific competencies do not believe there are administrative and media policies or programs to enhance their resilience and develop human competencies. Furthermore, the majority of scientific competencies (71.4%) do not wish to emigrate. Those considering emigration said that their motivation is a desire for scientific advancement in their specializations, along with security, political, economic, and social reasons. The study recommended the enactment of Palestinian administrative and media policies and programs to strengthen the resilience of the competencies residing in the homeland, ensuring their absorption, and providing job-related benefits such as job stability, health insurance, retirement benefits, increasing university budgets, improving administrative systems in Palestinian institutions, and reforming tax laws. The study also recommended the promotion of freedoms, consensus on the political and security situation at the local Palestinian level, and the launch of awareness campaigns through Palestinian media outlets to strengthen resilience.
