Attitudes of President Obama and President Trump towards Iran's Nuclear Program in the Period 2009-2021: A Comparative Study.

الملخص: الأهداف: هدفت الدراسة إلى استعراض موجز للخلفية التاريخية للعلاقات الأمريكية الإيرانية، وبيان دوافع وتوجهات القيادات الإيرانية تجاه إنشاء البرنامج النووي وتطويره، وتسليط الضوء على أثر وانعكاس تطور البرنامج النووي الإيراني على سياسات الإدارتين الأمريكيتين تجاه إيران في عهد الرئيسين باراك أوباما ودونالد ترامب في الفترة (2009-2021م). المنهجية: استخدم البحث كلا من المنهج الوصفي التحليلي، والمنهج المقارن، والمنهج التاريخي. النتائج من خلال البحث تبين أنه على الرغم من اختلاف استراتيجيات وتوجهات وخلفيات الإدارات الأمريكية المتعاقبة الحزبين: الديمقراطي والجمهوري) في التعامل مع القضية الإيرانية والبرنامج النووي، واختلاف الأساليب والأدوات، إلا أنها تسعى إلى تحقيق هدف واحد يتمثل في الحفاظ على مصالح الولايات المتحدة الأمريكية في منطقة الشرق الأوسط، وتعزيز وجودها كقوى عظمى في المنطقة. الخلاصة: إن الاختلاف بين الإدارات الأمريكية في الفترة الرئاسية لكل من باراك أوباما ودونالد ترامب يكمن في الأساليب والأدوات مع الاتفاق في الغاية والجوهر، فعندما سعى أوباما لعقد اتفاق نووي مع إيران، كان يهدف إلى حل الخلاف باستخدام الوسائل السلمية مع إيران للحيلولة دون وصولها إلى مرحلة تصنيع الأسلحة النووية من خلال البرنامج النووي، بهدف الحفاظ على المصالح الأمريكية في المنطقة، إلا أن ترامب سعى نحو تحقيق المصالح بشكل أكثر راديكالية وباستخدام القوة العسكرية. Objectives: The research aims to shed light on a historical successor to US-Iranian relations, explain Iran's motives for establishing the nuclear program, and review the attitudes of Iranian leaders towards the development of this program, with a focus on the impact of the development of the Iranian nuclear program on the policy of both US President Barack Obama and US President Donald Trump towards Iran in the period (2009-2021). Methods: The research used the descriptive comparative approach along with both the historical and systems analysis methods. Results: The research showed that despite the different strategies, orientations, methods and backgrounds of successive US administrations (Democratic and Republican) in dealing with the Iranian issue and the nuclear program, they seek to achieve one goal, which is to preserve the interests of the United States of America in the Middle East and to strengthen its presence as a great power in the region. Conclusions: The difference between the American administrations during the presidency of both Barack Obama and Donald Trump in dealing with this crisis was in methods and tools while agreeing in essence. When Obama sought to conclude a nuclear agreement with Iran, he aimed to resolve the dispute using peaceful means with Iran, to prevent it from reaching the stage of manufacturing nuclear weapons through the nuclear program, with the aim of preserving American interests in the region, but Trump sought to achieve interests more radically and using military force.
