Higher Education: Concept, Development, Transformations, and Contemporary Challenges.

هدفت هذه الدراسة إلى تقديم معالجة تحليلية شاملة لموضوع التعليم العالي من حيث مفهومه، وتطوره التاريخي وفلسفته، وأهدافه، ووظائفه، وإدارة مؤسساته، إلى جانب التحولات المعاصرة والتحديات التي تواجهه. واعتمدت الدراسة على المنهج الوصفي التحليلي لملاءمته لطبيعة الموضوع. وتناولت الدراسة الإطار المفاهيمي والتاريخي للتعليم العالي، مع بيان أهميته ونمو الجامعات عالميًا، ثم عرضت فلسفة التعليم العالي وأهدافه ووظائفه، والنماذج الفكرية المؤثرة في تطوره. كما ناقشت الدراسة إدارة مؤسسات التعليم العالي من خلال التركيز على إدارة البرامج الأكاديمية، وضمان الجودة، ودور البحث العلمي في الجامعات المعاصرة. وتطرقت كذلك إلى أبرز الاتجاهات الحديثة في التعليم العالي، وفي مقدمتها التحول الرقمي، والابتكار، والتدويل، وتنامي أهمية المرونة المؤسسية. وخلصت الدراسة إلى أن التعليم العالي يشهد مرحلة تحول عميق تفرض على مؤسساته تطوير أنظمتها الإدارية والأكاديمية، وتعزيز جودة مخرجاتها، ومواءمتها مع المتغيرات العالمية. كما كشفت الدراسة أن مستقبل التعليم العالي يتوقف على قدرته على التكيف مع التحديات المعاصرة، وتحقيق التوازن بين رسالته العلمية ومتطلبات التنمية والمنافسة العالمية. This study aimed to provide a comprehensive analytical treatment of higher education in terms of its concept, historical development, philosophy, objectives, functions, and institutional management, in addition to the contemporary transformations and challenges it faces. The study adopted the descriptive-analytical approach due to its suitability for the nature of the topic. It examined the conceptual and historical framework of higher education, highlighting its importance and the global growth of universities. It then discussed the philosophy of higher education, its objectives and functions, and the intellectual models that have influenced its development. The study also addressed the management of higher education institutions by focusing on the administration of academic programs, quality assurance, and the role of scientific research in contemporary universities. Furthermore, it explored the most prominent modern trends in higher education, particularly digital transformation, innovation, internationalization, and the growing importance of institutional resilience. The study concluded that higher education is undergoing a phase of profound transformation that requires its institutions to develop their administrative and academic systems, enhance the quality of their outcomes, and align themselves with global changes. The study also revealed that the future of higher education depends on its ability to adapt to contemporary challenges and to achieve a balance between its academic mission and the demands of development and global competitiveness.
