The article reports on the opposition of state regulators to the plan of Public Service Co. of New Mexico (PSNM) to reorganize itself into a holding company. State legislators have opposed to their plan to set up separate generating and distributing companies and is considering putting its distribution system into a limited partnership. In response, PSNM has filed an appeal to the state legislatures and to New Mexico Governor Garrey Carruthers.
