      The article reports that many Chicago, Illinois officials are neglecting the critical role public participation should play in government budget-making. The City Colleges released a $474-million budget just seven working days before public hearings began. The Regional Transportation Authority went even further, releasing its budget barely 24 hours before its public hearings began. The public board members should attend their own budget hearings.
