      The article discusses voluntary parents' group as a powerful force to overcome obstacles to family reunification. The existence of a parents' group within a child welfare agency is a strong statement to parents that they are valuable resources for their children. There are many impediments in working with parents in the child welfare system. There is an abundance of literature on the various definitions of child abuse and its causes. However, parents in the child welfare system often lack self-esteem. With daily environmental stressors such as poverty, overcrowded housing conditions, lack of health care, they feel weak to cope smoothly with even routine family problems.
