  The article looks at the practice of localization in the labor market in the Middle East in 2007. The author highlights a survey which concluded that governments need to stop subsidizing their people and ensure that locals become motivated not by money and an easy lifestyle but by hard work. He claims that the conclusion is a harsh critique of localization policies in the region, where quotas were used to hire national workers. He comments that most private firms support the idea of hiring nationals, but not on the means of achieving it.
