Nepal is one of the world's poorest and least developed countries where the pressures of rapid urbanization, lack of resources, and political instability exacerbate their challenges. Consequently, municipalities are required to play an essential role in the struggle against poverty and the problems facing the urban poor. This paper focuses on the strategic partnerships that must be initiated between the public, private and civic sectors to effect improvement in delivering municipal services that affect the daily lives of residents. The role of social capital to serve as a catalyst for change in municipal decision making is described using solid waste management as an example. Tools developed for community based identification of service needs, capacities, project definition and funding potential are also presented. [ABSTRACT FROM AUTHOR]
