      The article reports on the Organization of American States (OAS) meeting in Quito, Ecuador where foreign ministers and diplomats in Latin America were passing the vote to put a halt on the diplomatic and economic quarantine in Cuba in 1964. It states that the efforts in lifting the quarantine failed because the U.S. had lobbied against the idea that Cubans will be allowed back into the community. It mentions the possibility that the U.S. will accept the lifting of sanctions, however, issues regarding abstentions on voting indicate that the President Gerald Ford Administration did not want to lift the embargo. Moreover, it also notes the impact of the voting results on the U.S. and the OAS than Cuba.
