      The article focuses on the implication of a speech by Chia Tofu, vice chairman of the Chinese Economic and Financial Committee, on the industry of China delivered in Peking in May 1953. He described the industrial foundations of the country as very weak and their industrial technique as backward. He predicted a 4.6 percent increase in machine-tool production and 29.1 percent in petroleum. An article in the newspaper "People's Daily" has acknowledged the poor design of the industrialization program of the government.
