The Working Conditions and Collective Bargaining of Public Employees in Colombia

espanolResumen El articulo aborda las dificultades que encuentra el ejercicio del derecho a la negociacion colectiva por parte de los empleados publicos, en modelos de funcion publica sustentados en la teoria estatutaria del empleo publico, como el adoptado por Colombia. Del mismo modo, muestra los alcances del concepto de condiciones de trabajo en el escenario de la funcion publica y las grandes posibilidades que se abren para la negociacion cuando se operan las disposiciones juridicas de ese sector del Estado con el instrumental previsto por el sistema normativo internacional que regula el trabajo humano. EnglishAbstract The article addresses the difficulties encountered by the exercise of the collective bargaining right by public employees, in public service models supported by the statutory theory of public employment, such as that adopted by Colombia. Similarly, it shows the scope of the concept of working conditions on the stage of public funcion and the great possibilities that open up for negotiation when operating the legal provisions of that sector of the State with the instruments provided by the international regulatory system that regulates human labor.
