Ulus-devletten küreselleşmeye devletin otoriterleşmesi

Meşru şiddet tekeline sahip olan devletler her zaman otoriter bir yapıya sahip olmuşlardır. Burjuvazinin aristokratlara ve mutlakiyetçi rejimlere karşı giriştiği mücadelenin sonucunda ortaya çıkan hukuk devleti burjuvazinin çıkarları çerçevesinde şekillenmiştir. Ancak, aşırı kar güdüsü ve alt sınıfların gözardı edilmesiyle liberalizmin girdiği kriz bu sınıflara belli haklar tanıyan sosyal refah devletinin ortaya çıkması için bir embriyo işlevi görmüştür. Mutlakiyetçi rejimlere karşı ulus-devleti destekleyen sermaye sınıfı, küreselleşme çağında bu yapıyı alt sınıf çıkarlarını savunan örgütlenmelerle birlikte kendi sınıf çıkarlarının önünde bir engel olarak görmüştür. Bu süreçle birlikte, hem ulus-devletin fren ve denge mekanizmaları hem de sendikal hareketler küresel sermaye tarafından hedef alınmıştır. Bu süreç ulus-devlet yapılarının küresel sermayenin ve ABD başta olmak üzere merkez devletlerin çıkarları doğrultusunda dönüştürülmesiyle sonuçlanmıştır. Alt sınıfların oyun dışı kalmasıyla ortaya çıkan neoliberal devlet egemen sınıf içindeki fraksiyonların mücadele alanına dönüşmüştür. Çalışmamız küresel sermayenin nüfuzuna giren ulus-devletin bu mecrasını kutsal devlet, sezarizm, bonapartizm, Nicos Poulantzas'ın otoriter devletçilik, Carl Schmitt'in karar, istisna ve olağanüstü hal kavramlarıyla açıklamaya odaklanmıştır. Türkiye'deki Otoriterleşme İslamcılaşma ve neoliberalizmin ürettiği gerilimler bağlamında incelenmiştir. Kolombiya'daki otoriterleşme ise büyük toprak sahiplerinin temsilcisi konumundaki devletle sömürge döneminden bu yana devam eden toprak sorununun bir sonucu olarak ortaya çıkan gerilla grupları arasında yapılan barış anlaşmasının sonuçları üzerinden ele alınmıştır. Çalışmamızda, ulusal ve uluslararası kurumların yayınladığı raporlar, bilimsel yayınlar, basında çıkan haberler ve köşe yazıları analiz edilerek bir çerçeve oluşturulmuştur.Anahtar Kelimeler: Kolombiya, Türkiye, Ulus-devlet, Küreselleşme, Otoriterleşme, Sezarizm. States with legitimate monopoly of violence have always had an authoritarian structure. As a result of the struggle of the bourgeoisie against the aristocrats and the absolutist regimes, the rule of law was formed within the framework of the interests of the bourgeoisie. However, the crisis of liberalism with excessive profit motives and the ignorance of the lower classes served as an embryo for the emergence of a social welfare state that granted certain rights to these classes. The capital class, which supported the nation-state against the absolutist regimes, has seen this structure as an obstacle to its own class interests together with the organizations defending the interests of the lower class in the age of globalization. With this process, both the checks and balances mechanisms of the nation-state and trade union movements have been targeted by global capital. This process resulted in the transformation of nation-state structures in the interests of global capital and the central states, especially the USA. The neoliberal state, which emerged with the exclusion of the lower classes, has become a field of struggle for the factions within the dominant class. Our study focuses on explaining this medium of the nation-state, which enters into the influence of global capital, with the concepts of holy state, Caesarism, Bonapartism, Nicos Poulantzas authoritarian statism, Carl Schmitt's decision, exception and state of emergency. Authoritarianism in Turkey has been investigated within the context of Islamization and tensions produced by neoliberalism. Authoritarianism in Colombia has been dealt with through the results of the peace agreement between the state, which is the representative of the major landowners, and the guerrilla groups that have emerged as a result of land issue that has continued since the colonial period.
