Abstract: The purpose of this paper is to identify reserves for increasing the effectiveness of the National Research Institute of Ukraine as the main organizational, methodical and coordination centre for the implementation of the policy of open science in the national research space. The methodology. The research was carried out using a complex of theoretical and empirical methods of scientific knowledge, which made it possible to identify the main stages of the emergence and spread of the policy of open science in Ukraine, the formation of the regulatory framework of this process, the establishment of innovative vectors of activity of the National Research and Development Institute of Ukraine in order to implement the principles of open science in the national research space. The following scientific approaches were the cognitive toolkit for the realization of the set goal: systemic, socio-communicative activity, as well as research methods: source studies, comparative, content analysis of the website of the State Scientific and Technical Library of Ukraine. The results. The rapid increase of the amount of digital scientific and technical information requires the operational development of the organizational and technical and technological foundations of an effective infrastructure of open science in Ukraine. SSTL, based on the principles of coordination and cooperation, should involve all key subjects of research activity to combine efforts, labour and information resources on the URIS platform to create a single window of unhindered access to the most complete database of scientific and technical information, equipped with tools for its scientometric analysis, data management of scientific research, evaluation of the effectiveness of research infrastructure objects. The scientific novelty. For the first time, the leading role of SSTL of Ukraine as an organizational-methodical and coordination centre for the implementation of the policy of open science in Ukraine has been comprehensively characterized, the basic components of its development of the digital infrastructure of open science, in particular the “URIS” National Electronic Scientific Information System and the Open Ukrainian Scientific Citation Index (OUCI) have been identified, the reserves for improving its activities in this direction are determined. The practical significance. The experience of building the infrastructure of open science at SSTL of Ukraine is useful for identifying opportunities for other subjects of the national research space to participate in this process.
Висвітлено роль та напрями діяльності Державної науково-технічної бібліотеки України щодо імплементації політики відкритої науки, охарактеризовано можливості й інструментарій Національної електронної науково-інформаційної системи “URIS”, яка має об’єднати профілі всіх українських учених, запровадити системи комплексних метрик наукових здобутків дослідницьких та науково-освітніх установ, окремих наукових підрозділів і дослідників. Розкрито державну політику в галузі розбудови цифрової інфраструктури відкритої науки, виявлено резерви підвищення ефективності діяльності ДНТБ України як головного організаційно-методичного та координаційного центру щодо імплементації політики відкритої науки в національному сегменті дослідницького простору. Зауважено, що ДНТБ на основі принципів координації та кооперації має залучити всіх ключових суб’єктів дослідницької діяльності до об’єднання на платформі “URIS” зусиль, трудових та інформаційних ресурсів для створення єдиного вікна безперешкодного доступу до максимально повної національної бази даних науково-технічної інформації, оснащеної інструментами її наукометричного аналізу, управління даними наукових досліджень, оцінки ефективності діяльності об’єктів дослідницької інфраструктури.
