RELATIONAL GOVERNANCE AND SOCIAL RESULTS OF SOLID WASTE PUBLIC PROGRAM: EXAMPLES OF CO-OPERATIVES OF RECYCLING ; GOVERNANÇA RELACIONAL E RESULTADOS SOCIAIS EM POLÍTICAS AMBIENTAIS DE RESÍDUOS SÓLIDOS: OS EXEMPLOS DE COOPERATIVAS DE MATERIAL RECICLÁVEL

The relational governance influence on the social results of networks is investigated in the field of recyclable material cooperatives. The work is justified by the growing importance of democratic social processes in public policy tasks. Relational governance are the collective action mechanisms developed by the group itself. Based on indicators specially created for the recycling context, a qualitative and interpretative research was carried out, with data from eleven interviews and three follow-ups. The content analysis technique was used, especially the thematic analysis, based on previously selected indicators. The conclusion supports the proposition of the influence of relational governance on social results, especially the indicators of improvements in working and leisure conditions. The article offers an important theoretical benefit in advancing the understanding of the association between the categories. It should also be noted the methodological and managerial benefit in presenting a matrix of indicators that proved to be operational and reliable. ; Investiga-se a influência da governança relacional sobre os resultados sociais de redes, no campo da reciclagem. O trabalho se justifica pela crescente importância dos processos sociais participativos nas tarefas de políticas públicas. Governança relacional são mecanismos de ações coletivas construídos pelo próprio grupo. A partir de indicadores especialmente construídos para o campo da reciclagem realizou-se uma pesquisa qualitativa e interpretativa, com dados de onze entrevistas e três acompanhamentos. Utilizou-se a técnica de análise temática de conteúdo, a partir de indicadores previamente selecionados. A conclusão sustenta a proposição da influência da governança relacional para os resultados sociais, especialmente os indicadores de melhorias de condições de trabalho e de lazer, o que constitui um benefício teórico importante, no avanço da compreensão da relação entre as categorias. Deve-se ressaltar, também, o benefício metodológico e gerencial ao se apresentar uma matriz de indicadores que se mostrou operacional e confiável.
