Imaginando el Servicio Forestal Nacional en Colombia

Colombia ha regulado el uso de sus recursos forestales desde hace más de cien años a través de distintos arreglos institucionales; cada uno es reflejo de la prioridad que ha tenido el sector forestal con el paso del tiempo. No obstante, hay una deuda pendiente desde hace más de veinte años y es la conformación del Servicio Forestal Nacional, creado legalmente desde el año 1989. Este artículo tiene por objetivo realizar una propuesta de estructuración de una institucionalidad forestal actualizada, imaginando el Servicio Forestal Nacional, a treinta años de creación del Sistema Nacional Ambiental. A partir de un recorrido por los antecedentes de la organización administrativa y la revisión de figuras similares en otros países, se propondrán algunas recomendaciones para reformular la institucionalidad forestal en Colombia. ; Colombia has regulated the use of its forest resources for more than one hundred years through various institutional arrangements. Each reflects the priority that the forestry sector has had through time. However, there is a debt outstanding for more than twenty years: the formation of the National Forest Service, legally created in 1989. This article aims to present a proposal for the structuring of an up-to-date forest administration, imagining the National Forest Service, thirty years after the creation of the National Environmental System (SINA). Based on a review of the history of the forestry administrative organization and a review of similar institutions in other countries, some recommendations will be proposed to reformulate forestry administration in Colombia. ; Primera edición.
