Urban services for building resilience in open-type public spaces in Mexico ; Servicios urbanos para la construcción de resiliencia en los espacios públicos de tipo abierto en México

Cities face natural and anthropogenic phenomena putting in constant risk the wellness and quality of life of their inhabitants. Nowadays, “urban resilience” has been opted as a solution for these situations. The objective of this research is to compile and analyze characteristics and recommendations of the legal, planning and instrumental frameworks related to the support of the urban services necessary in a resilient public space, in order tohelp cities to increase their resilience and improve the quality of life of their inhabitants. It shouldbe mentioned that the research only focuses onopen-type public spaces and analyzes the policyand instrumentation at the federal level.The paper uses as a basis the indicator of the model for measuring resilience in a public space, based on the City Resilience Index. It is developed with a review of the legal, planning and instrumental framework applied to urban services described in the indicators. Finally, the result is a list based on the national public policy and its analysis.The research has a positive contribution to the development of quality public spaces in Mexico, urban services (energy supply, drinking water supply, wastewater, treatment, waste management, mobility and telecommunication) and their conditions are established, in addition, the opportunities and deficiencies of the Mexicaninstrumentation are presented. Furthermore the opportunities and deficiencies of the Mexican instrumentation are presented, demonstrating the optimal urban services needs for an emergent use of public space. ; Las ciudades enfrentan fenómenos naturales y antropogénicos que ponen en riesgo constante el bienestar y la calidad de vida de sus habitantes.
