Dissertação de Mestrado em Direito apresentada à Faculdade de Direito ; This thesis examines the relationship between Administrative Procedural Law and Urban Planning Law, with a focus on the application of procedural mechanisms inherent to these fields in the regulation and management of urban dynamics. It seeks to explore how this interaction can support and promote the specialization of administrative urban jurisdiction, recognizing it as a necessity arising from the growing complexity of issues related to territorial planning, land use, and urban management.Drawing from the principles of Administrative Procedural Law, the analysis highlights the distinctive features of urban litigation, arguing that jurisdictional specialization not only enhances the quality of administrative and judicial decisions but also improves efficiency in dispute resolution. This specialization enables solutions that are more aligned with the technical and legal realities of Urban Law. It is regarded as essential for addressing contemporary challenges faced by administrative judges, particularly in ensuring the effective protection of collective and individual interests in urban contexts.It is noteworthy that, despite recent amendments and reforms in administrative procedural legislation reflecting a legislative initiative aligned with jurisdictional specialization, such advancements often collide with the harsh reality of jurisdiction that has been persistently neglected.
