Abstract: The housing problem represents a historical constant in Costa Rica, around which the State has generated a series of regulations and institutions to address it. Despite this, its actions have been far from allowing the construction of just and dignified socio-territorial realities. In this sense, this essay seeks to generate an analysis of the evolution, reality, and challenges that have materialized around housing, to understand the challenges presented by neoliberalism. To this end, the information was structured around three work axes: the deficit, citizen participation, and (de)financing in housing provision. Methodologically, the work is based on a documentary analysis, synthesizing the content of regulations, reports on the state of housing and state institutions, official statistics, and specialized research. ; El problema de la vivienda representa una constante histórica en Costa Rica, alrededor de lo cual el Estado ha generado una serie de normativas e instituciones para su atendimiento. A pesar de ello, sus acciones han estado lejos de permitir la construcción de realidades socioterritoriales justas y dignas. En este sentido, en el presente ensayo se busca generar un análisis de la evolución, la realidad y los retos que se han ido materializando en torno a la vivienda, para entender los desafíos que se presentan en el neoliberalismo. Para ello se estructuró la información en relación con tres ejes de trabajo: el déficit, la participación ciudadana y el (des)financiamiento en la dotación de vivienda. Metodológicamente, el trabajo se basa en un análisis documental, sintetizando el contenido de normativa, informes sobre el estado de la vivienda y de instituciones del Estado, estadísticas oficiales e investigaciones especializadas.
