Making the invisible visible: Public health work and care in pandemics, a situated approach in Santiago del Estero, Argentina ; Hacer visible lo invisible: Trabajo y atención en salud pública en pandemia, un enfoque situado en Santiago del Estero, Argentina

This research analyzes the experiences of public health work at the first level of care during the first wave of the SARS-CoV-2 pandemic in Santiago del Estero, Argentina. Using a qualitative and situated approach, in-depth interviews with a diversity of public health workers were carried out and analyzed between September and October 2020. The results allow us to differentiate two main dimensions: on the one hand, the structural labour characterisation, where the feminisation of health work, naturalized situations of discomfort, a common basis of job insecurity, inequality in the distribution of resources and low coordination of tasks and objectives are visible. On the other hand, the dimension of emerging work and care strategies and the need to problematize the work situation in order to collectively generate better working and care conditions, given the prevalence of predominantly biomedical approaches that are insufficient. Based on these registers, the aim is to contrast the relationship between public policies and situated experiences, broadening the conceptual notions around the processes of public health care and its challenges, from the agents’ voices. ; Esta investigación analiza las experiencias de trabajo en salud pública en el primer nivel de atención durante la primera ola de la pandemia por SARS-CoV-2 en Santiago del Estero, Argentina. Con un enfoque cualitativo y situado, se recabaron y analizaron entrevistas en profundidad realizadas a diversidad de agentes de salud pública entre septiembre y noviembre de 2020. Los resultados permiten diferenciar dos grandes dimensiones: por un lado, la caracterización laboral estructural, a donde se visibiliza la feminización del trabajo en salud, situaciones de malestar naturalizadas, una base común de precarización laboral, desigualdad en la distribución de recursos y una baja coordinación de tareas y objetivos.
