This study investigates the reception of Russian strategic narratives on the issue of weapons deliveries to Ukraine. It addresses reception by inquiring how a Swedish political elite contests Russian strategic narratives through practices of countering, adopting, and rejecting. By focusing on contestation, the study sought to widen the understanding of reception as an active practice. The Russian strategic narratives were identified from official statements on weapons deliveries by representatives of the Russian Ministry of Foreign Affairs and compared to the framing by Swedish members of parliament in protocols from debates in the Swedish parliament. The comparison revealed the various practices which the Swedish political elite engages in to contest the strategic narratives. Rejection by actively ignoring the Russian narratives emerged as the principal contestation strategy, whereas countering and adopting were less frequent. The strategy is interpreted to preserve frame dominance as a means to limit the dispersion of Russian strategic narratives. The findings accentuate that the recipient has significant agency in relation to strategic narratives and stress the difficulties of persuading with strategic narratives. Despite not successfully persuading the recipient, the strategic narratives still managed to influence the political debate by altering how weapons deliveries are discussed.
