      أن الاهتمام بإنشاء المؤسسات الوطنية لحقوق الإنسان كالية دفعت الدول على أنشاءها لتعزيز جهودها في سبيل احترام وحماية حقوق الإنسان على المستوى الداخلي والعمل على تحقيق ذلك من خلال تعاون هذه المؤسسات مع سلطات الدولة الثلاث التشريعية، التنفيذية، القضائية من ناحية والمجتمع الوطني والدولي من ناحية اخرى والغرض من ذلك هو تحقيق مبادئ وأهداف المنصوص عليها في ميثاق الأمم المتحدة، والمعنية بحقوق الإنسان، وأن نجاح هذه المؤسسات الوطنية في أداء عملها يتوقف على استقلالها المالي والإداري وتعاونها الوثيق مع كافة الأطراف الوطنية فضلا عن ذلك قدرتها وتواصلها وعملها في كافة الأصعدة الدولية أو الإقليمية.
