    • Abstract:
      The relevance of the subject and the scientific problem: The main goal of the article is shown in its title, to introduce the reader to the book The Constitution of Liberty by F. A. von Hayek, one of the most important members of the Austrian school of economics, and to show its impact on the development of economic thought and the formation of modern economic politics. Another goal is to answer the question: how much is this book relevant today? For this purpose, the circumstances of the writing of von Hayek’s book The Constitution of Liberty and its topicality today are revealed. Methods: logical abstraction, which includes and combines the generalisation of economic, historical and political theoretical statements, theoretical systematic analysis, and a synthesis of the ideas of the Austrian school of economics and their impact on the development of economic thought, based on the conclusions and contemplation of work by scientists from different countries, as well as general and logical analysis and comparison. Research results: The relationship between liberalism and democracy is one of the central topics in the work of F.A. von Hayek. Special attention is given to it in his book The Constitution of Liberty (1960). In the book, von Hayek (1960) once more acknowledged his view of the dangers of transforming the welfare state into a compulsion and control system, which will restrict or limit the freedom and the rights of the people. In the book, von Hayek (1960) named three main advantages of democracy: a peaceful method of solving problems, the protection of individual freedom, and, most importantly, a process in the formation of opinions. In order for democracy to be effective, he stressed the need for majority opinions to be independent of government. Von Hayek was especially concerned with aspects of fixed specific attributes of the environment, caused by constitutionally bound government. In his book The Constitution of Liberty (von Hayek, 1960) von Hayek concentrated attention on the ideal of individual freedom as ‘freedom by law’. He also generalised the legal structure of freedom. In speaking about the rule of law, he focused on the importance of having an ideal of freedom, which was created by the need to protect the system of freedom. For von Hayek, one kind of equality was essential for the preservation of freedom, equality for law. Von Hayek also used the principles of freedom discussed in his book The Constitution of Liberty (von Hayek, 1960) in his proposals for economic policy, in which the main object of disapproval was progressive taxes.       Straipsnyje pateikiamas F. A. von Hayek’o knygos „Laisvės konstitucija“ gimimo aplinkybių ir jos realaus aktualumo šiandienai teorinis tyrimas, grindžiamas nuostata, kad siekiant suprasti šiuolaikinę visuomenę reikia atsižvelgti į idėjų ir visuomenių istoriją. Atliekant tyrimą siekiama atskleisti minėtos F. A. von Hayek’o knygos gimimo aplinkybes, svarbiausius jos turinio momentus bei parodyti knygos poveikį tuometiniams ir šiandieniams politiniams-ekonominiams procesams, atsižvelgiant į bendrai priimtas socialines normas. Tyrimo rezultatai atskleidžia, kad šia knyga F. A. von Hayek’as metė iššūkį netikėjimui, kad kiekviena ekonominė-socialinė plėtra yra žmonių veiklos, o ne jų sumanymų rezultatas.
