      The article focuses on the growing nationalism in the Soviet Union and Yugoslavia. The Soviet empire itself seems likely to spin off at least another six countries, and Yugoslavia may be splitting into three. To deal with all these concerns requires federalism--strict constitutional limits on what national governments can do--not just democracy. The coming federalist revival will re-create local political control over issues that involve profound regional differences in cultural values, such as education, morality and culture.
